But other than that it is just way out of my league to invest in commercial space, although id love to.My question to you is: How would you go about networking to find partners and other investors?

Your first deal won't make you rich so learn from the professionals (at the seller's expense by the way) and make sure to buy a solid deal (a base hit to use baseball analogies).

Unemployment is one of the highest in the state of PA but the town has 7 colleges,3 hospitals,  Wal Mart, triple A baseball team, Ski resort etc.

Is this a viable strategy or am I out of my league? 

Those commercial units are definitely a league up from the regular residential stuff where all the dentists are lawyers that are looking to increase their short term deductions are looking to overpay for property in order to park their income. 

Unfortunately, that's out of my league, I don't have good contacts in construction.

Main St has undergone massive redevelopment, the city now has a baseball stadium and team next to a Food Hall, and a great hospital in the middle of it all.
