I would reach out to a commercial mortgage broker, who can help you navigate the waters better. 

From helping you crystalize your goals and objectives, to identifying the most appropriate property/investment types to reach your goals, to property acquisition, financing pros/cons, navigating your investments from asset to asset (refi, sell, 1031 exchange, finding emerging hot spots, etc.). 

I tried the ADU route as the lot size fits but since it's zoned as a duplex it doesn't work and the third nonpermitted unit is the basement unit so the townhome permit doesn't work.Does anyone in the area recommend using a lawyer to help navigate the process?

If you're open to structure and terms, there might be a loan program for you, but it's going to be navigating to find it.
