Can anybody recommend good software for budgeting construction projects and creating detailed scopes of work?

I plan to sell the land and which option would maximize my value?

@Yinon Estikangi Typically if the property has been owned for less than 6 months and the property was recently renovated then we would be fine closing vacant and use the appraisers opinion of market rent to determine DSCR. 

She may be better off selling the house and getting rental assistance on an apartment or rental house that they can continue to co-habitate in.

I'm not set on doing it with a USDA loan, but I was eyeing rural properties and thought it may make sense to look at the USDA loan route.
