My guess in looking at this is that a new footer is going to have to be poured and then 8 or 12 inch block set to support the steps and then the brick veneer set to match the house and make the city happy. 

The separation is not large, maybe just a millimeter in width, but can be several inches to even a foot or longer in length.

She’s correct in that they need to range in space of 6-8 inches and be equal to each other.
