My guess in looking at this is that a new footer is going to have to be poured and then 8 or 12 inch block set to support the steps and then the brick veneer set to match the house and make the city happy.

They come with soft close hinges and drawers, I can have the vendor assemble and deliver, they come in 15 different styles, doors made of solid maple, sides 3/4 inch maple plywood, cheaper than Ikea and Home Depot.
