I always keep and refinish existing hardwoods if possible.

2) Minor upgrades like.......replacing vinyl and carpet floor with tile (areas except bedrooms), Kitchen countertops from pretty roughed shape to newer laminate one, cabinets (kitchen and restrooms) refinish/paint over, etc.......

You're going to spend $3-4/sq. ft. for someone good to refinish those floors properly.

Kitchen is usable for now, but my wife wants to re-finish/pant the cabinets and I want new countertops (current tops are 4x4 tile with wood trim boarders).  

Would you recommend to replace or refinish them?  

.- we will refinish the wood floors- new light fixtures- new electric more than likely- new plumbing more than likely - new front and back door. - plan to rehab one bathroom and leave the other for now- will need to convert one kitchen to a laundry room areaAs you can see some of these are more want than need so that is where the balance begins.

I also typically rip up the carpet and refinish existing hardwoods underneath.

It can be refinished no problem, but some tenants are knuckleheads and will think that solid surface means you can use the direct counter as a cutting board.

Just gotta get flooring and a little bit of sheet rock.I also plan on re-finishing the basement, as the PO did a very poor job.The electrical in the house is a mess.

My general contractor is quoting me:$32,000 to prep, paint exterior of the home$19,000 to replace asphalt roof$23,000 to prep, paint the interior$19,000 wooden floor refinishing (polishing, filling in any cracks)The home is 90 years old and is 2,800 square feet.
