1) How many times X times income (who meets that requirement). 2) What is the Minimum credit score (who meets that requirement)3) No Evictions or no evictions in last  how many years. 4) Criminal record (who has a felony or whatever you classify as not meeting your requirement)...Do you allow people with theft?

If I come along and I plan to self manage, and we have identical cost assumptions and identical performance requirements, I will likely have a lower offer price and get the property.
