Larger places, like apartment complexes, typically pay the water/trash/sewerage themselves because those utilities aren't metered out separately.

FHA 203k, hot market, purchase (rather than 203k on an inherited property etc), you're lucky if it gets done at all. 203k are super hard to even have the offer accepted, and very complex to actually close & close on time so you aren't violating the terms of your purchase contract.
