The house has about four areas where the drywall is cut to access pipes and some other areas with peeling paint.

A tenant says "xyz" (sewer gas, mold, peeling paint, etc.) is making the property uninhabitable and a health or safety issue, so they are not paying rent, or pay whatever they feel like.Question we always ask in court:  "If you feel the property is uninhabitable, why are you still occupying it?"  

Possibly my worst is some wallpapered ceilings (tin pattern) that didn't adhere properly and started peeling long after painting.

Countertops, flooring, peeling wallpaper, paint, changing light fixtures, etc.

I had one who when walking up to the house looked and saw peeling paint on the outside window trim and made the comment, wow you don't spend any money on paint do you? 

If the wind blows heavily, I used to live in Houston and now in Colorado-both high wind areas, it can easily peel at least several courses off.Low wage workers, and let's face it roofers are relatively low wage, are NOT CAREFUL in their work habits.

High grass, boarded windows, peeling paint, no electrical meter.

You have to remove/peel back the trim to expose the glass.
