Is your primary goal to avoid the logistics of the construction financing or do you have reasons that you're trying to supplement the construction loan? 

I agree that logistically it is going to be hard for the city to carry this out , with the large number of rentals and their probably limited staffing. 

I keep seeing people talking about hiring an RMLO, but they do not go into the logistics.
