Any suggestions on a financial institution for a loan? 

It has more than 90,000 participants throughout the United States. 

If the institution is a bank, like a small community bank, it is likely a portfolio loan and they own it and always have.

I want a HELOC, but have never heard of anyone finding an institution who would do it.

You can find education, deals, and forums with many investors who have participated in those deals to chat with.

However, the City initiated the "Buy Into Baltimore" open bid program (which we're interested in participating) through which you can bid/buy city-owned abandoned/vacant properties for redevelopment/resale.The problem is, there are so many blighted neighborhoods in Baltimore, it's tough to know where to start.

I didn't meet anyone new that I ended up doing deals with.I have since participated in 4 MF deals. 1 person was met through MFM and 3 were connected through other mentorships.

Anyway, yes, if you know how to work performing notes and can get a decent discount (unlikely from institutions) they can be a gravy train.

This approach might discourage legitimate wholesalers from participating in the community, even if they are following the guidelines.
