The above are all good, focusing on legal, zoning all a huge variable per the locale/city/county.The practical is re NEW separate power meter, NEW separate water meter, hopefully NO gas to duplicate. 

The reason the check is for $1,000 is because that’s the smallest amount the bank could write a certified check for, so if he can just cash app you $450 for the difference in the showing cost and the check amount, minus the $50 for the gas to get there, you will be square.

This tenant is section 8 so the payment I’m going to pick up is less than $200 each month and it seems like a waste of time and gas to collect in this manner.

Plus if there is a water line to the fridge or gas to the stove, last thing I'd want is a tenant constantly moving them to clean under and behind them.

You'd be better off installing individual systems in each unit (which then also raises the issue of piping gas to each location).

Cost: a little bit of gas to get you there and back, and maybe a tiny bit of sweat.

If there is one boiler then add gas to that or gas for a common water heater.  

So in effect, I'm paying more like $60/mo to use very little gas.I was thinking of purchasing an electric dryer when I buy a new one, having an electrician set up the 220 outlet or whatever the dryer takes, and then shutting off the gas to the common space.
