Presently, fluctuations in lending rates are affecting developers' ability to initiate new projects, leading to a foreseeable decline in new starts—this cycles repeatedly.

Find areas that aren't over saturated with rentals, and an area that could easily pivot between short-term / mid-term / long-term rentals as the market fluctuates.

Toledo’s median home list price of $200,000 is less than half the national average while price volatility has been muted compared to the wild fluctuations in much of the country.

Weather, startup %, cost inflation fluctuations, you paying $20 like California to get help- have you done a wage study for the market,  etc. 

Normal market value fluctuations are irrelevant when enough value is added at inception (and values go up over time in growing areas). 

I think some of the newer construction is sitting well above current market value and could be in jeopardy if the market adjusts or the economy continues to fluctuate with inflation.Depending on where you live and what your comfort level is there are several other states that can offer a better cash flow for a similar price range.  

Not assuming it won't fluctuate in the future, we just hear a lot of people waiting for a significant correction and 8-10% is pretty significant in my opinion.
