I believe the best way to rectify that is to run furring strips (might need to use 2x2s) and then either drywall or ceiling tile.  

And the fur everywhere.

Tends to be different thicknesses everywhere and you'll need furring strips... not worth it. 

@Sant LiI’ve personally worked in several apartment complexes in Austin with these type of units they’re called fur down units by first CoFrom experience I think they are very reliable of course if installed right, the most common issues I’ve found with them is the drain getting plugged up and overflowing the drain pan which will mess up your ceiling.

If you don't like the look of the foundation, then fur out the walls with studs, drywall and insulation.

The house is wired this way because they furred out the walls and could only fit a short 1 gang box on the furring strips.
