No answer, disconnected, was able to leave a single voicemail.Anything else I can do short of door knocking his address 1000 miles away?

When we bought the house we are living in there was a 2,000 gallon fuel oil tank buried in the front of the house.It had been disconnected from the furnace when the furnace was switched over to propane, but tank was never removed.We found out from the state environmental agency that the tank needed to be inspected before anything could be done.

I’ve helped thousands of smart people with there accounts and love how much I have learned by helping others I also agree with @Dmitriy Fomichenko remarks and am not sure where the disconnect was with what you heard and what was said. 

For electricity & gas, I tell my tenants that those services will be disconnected a day prior to their move & they must call the Electrical & Gas Companies to set up those services.

It's not a common sense question, I have seen it asked often, so there is a disconnect.

How expensive would it be to disconnect the oil furnance and move heating to electric baseboards?

I had the city disconnect their electric and water, then I sent an invoice for the rent to their employer. 

Here they charge $75/month even if the meter has been disconnected.
