You can offer more than the appraised value for a property and still have it cash flow...and make more money is some cases than the REI that can only make money offering less than the AV.

One prop is free and clear renting $700 per month with low up-keep the other has mortgage payments of $432 plus tax and insurance but renting for $900 with a balance owed of approx. 50k with a (V)7.2% interest until paid off with much needed work to reach its potential and its in one of the up and coming communities in Columbus Ohio.
