Maxmimum loan amounts for FHA are the same across the nation for the most part except for the high cost areas of the west, east coast, or specialty markets like Aspen, CO Los angeles, New York, NY, and others as they have higher limits for 1-4 unit FHA loans.

Nicholas, I'm sure these are not the best neighborhoods (East Pgh, Penn Hills areas) but I've actually bought a property already in East Pgh for $35k cash and put in $15k (loan) and it will cash flow right away. 

I can tell you if you need to follow the telephone recording requirements for note collections and having a collections activity log but I can't just answer how do I learn.......at east beyond what I've mentioned.

There are many similar suburbs along the 270 corridor in North County that would probably have similar housing stock though you may need to look a little east (toward downtown) to find the inventory. 

I know they're a large wholesaler on the east coast, I'm in Atlanta, GA.
