Spot on and this is what we do with our tenant/buyers. 

I think it is quite possible that it would dehumidify a larger area but for the walls, but ofcourse who knows for sure.I have no idea on the install price because we got the house when an aunt died and she had it done way back right after hurricane Irene flooded the whole basement, but there wasn't a choice on pro install because a hole had to be cut into the foundation as there was no window, I have a feeling if a venting spot existed it would be a pretty easy diy project.

Luckily no real surprises other than the spot roof repair which was minor.It's definitely guesswork when acquiring deals quickly and on the fly, but can be at least well educated guesswork with some homework and the advice and knowledge of a good experienced contractor. 

Hey Dave,Germantown is a great spot to look at for a long term investment.

There's a couple spots along the wall where the floor dips down as well. 

Carriers have their sweet spots.

Cell towers technology can change where the tower is no longer needed for a carrier, they can find a better spot to move to, cell companies can merge and now no longer need duplicate sites, etc.

Also your ARV is pretty high unless this is a great spot in EAV.  

Overall the house has great bones but it will take a few grand to complete the punch list of items needed to remedy: radon mitigation, surface mold in attic, slight leaks at a few easily accessible spots in the roof, electrical service work.
