Problem is he is apparently very loud and has disturbed the upstairs tenant on several occasions.  

Who knows.I look at off market deals on occasion and not all of them are good.

In that situation, just keep paying extra toward principal on occasion and only take out a HELOC if you need it (or take one out but don't use it).It may be a different story if you have access to low/zero interest options (i.e. introductory rates) and you know for certain you will pay them off in time.Under no condition should you buy software or pay someone to help you do this.
