If that is something you plan on doing montly you can drive for dolllars, make lists of those houses, send letters to those homes on a bi-weekly basis (it isn't necessary to do it biweekly, it just helps keep you at the fore front of the sellers mind).So find out how you will mail, to who, with what frequency, and then you should be able to break down the costs and see what the life span of your marketing campaign is.

Roof costs which have a life span typically of 30 years may be much more in one area than another so it does make a difference and if you are attempting to calculate some educated guesses as to which cities offer the best cash flow, I think it would be much more beneficial to use a cap ex ratio of % of gross rents as opposed to a standard plug number of $3k.
