Scratches & gauges in a smooth-top stove are probably not normal wear and tear, but did you provide a "care for" info sheet on the smooth top? 

Personally, I like to smooth up the grooves with caulk.

Obviously not every deal would go that smooth but if you had a good buyers list and a contractor you could trust for inspection it is definitely possible.
