That said, the carpets are filthy, cockroaches are running rampant, there are probably fleas due to a pet, and I'm concerned about bedbugs.

Also I think it adds to the premature deterioration of the carpet...just my opinion.The pad is ok if it doesn't smell, isn't saturated with pet urine or other material, and is generally pliable, and looks like it should.

Put some--a little--into lids such as yogurt lids, sour cream lids, etc, along with some dry sugar of cocoa powder and slide them under the stove, fridge, back of cupboards, etc, where kids and pets can't get to them.Shouldn't take long before they're gone.
