In the UK a contractual clause requiring tenants to carry renters insurance would be deemed unreasonable if it were challenged.https://www.theguardian.com/money/2012/apr/27/lett...As it says in the response it is a matter for a tenant whether or not they choose to insure their personal belongings and I consider that to be a good principle.
