@Thomas S. makes a good point that the $75/surchage is a strange clause and I'd agree it is a loophole in the lease to allow him in.

It's multiple pages and good or it's short and probably lacking protections for the property or giving loop-holes for tenants to not pay for damages, last months rent, etc.
