At that price point, tenants are grateful to have a landlord who actually takes care of the place proactively, refreshes elements of the property before they're decrepit, etc.

I would recommend that you non-renew them with the reasoning that you want to do "refresh" the units and you need them vacant to do this.

At least in Ohio,  the utility never refreshes the connections unless asked to,  so you can see places that they could be 50 years old.
