While I did read most (~65% so far) of the thread and skimmed the rest, I didn't even see one person recommending that anyone contact an attorney.

Is it possible to sand down textured wallpaper (that has been painted over) to a smooth finish, skim coat and then prime and paint?

Some guy was sitting on a milk crate having a beer a few months ago and I just asked him about the day and weather until he got mad and left.Tough to say whether these good changes are short or long term but they're in the right direction.

this is not fair for me because i skimmed it and thought it too rudimentary.. but i can see how beginners would get in thralled with it.

I still have about 700-1000 square feet of rooms with wallpaper that needs to be removed, repaired, skimmed and painted.

Then seal and skim coat it.

However, I will say that while skimming this thread I also saw mention of Navy Federal Credit Union. 

An uncle who farmed got an extra cow to keep us in milk.  

There are probably items you can sell and things to skim off and cut off.
