Usually in my area landlords pay the heat or the rent is reduced to make up for it.

Yes, it can cool/heat more square footage...so if the property is compact, maybe some rooms won't need it but chances are you'll need multiples. 

Heating is big in my area too… I’m in the mountains and the landlord usually pays for oil so another $4-7,000 out of pocket.
