You can do anything you want because it is your property just depends on what your are trying to gain from it.

Should I just purchase the property, run it for a year, gain some experience and then finish the basements later on?  

So I guess I'm not so much new as I am used to passive, hands off RE investing.

I am trying to understand how capital gains would work on the following scenario.

That wisdom gained over the years can offer a vast amount of experience when it comes to Pro's and Con's in real estate.

Could you agree to do 5 houses, staying 2 years in each (which would be better for your capital gains taxes)?
