Employer paid health coverage was the result of wage freezes implemented by the govt during WWII.

@john mathew....the inspectors generally seem to say to repair them, so they don't get worse....water can get in the cracks and freeze and cause more damage....same with the concrete pops on the post tension cables along the edges...they're normally sealed but the concrete covering pops off.

In my area, pipes will freeze if the utilities are shut off in the winter, so I want them to revert to me and stay on even if the tenant stops paying or closes their account.

Lol I got stories from this live-in reno:- Cut to last weekend, sub zero degree weather, and me trying to prevent the pipes from freezing at 2 am and not realizing the sputtering is normal when you have a house on a well (this is my first property that has a well rather than municipal water)- Having a sulfer pump attached to the entirely wrong well on the property and then having to get it uninstalled, build a new pump house, and reinstalled in that pump house...- Did I mention a lady bug infestation?

And in my situation further north, we have freeze-thaw cycles that compound these water erosion issues.

History proves, in time of great turmoil where it is of highest value, the Government simple issues a confiscation order, and freezes the entire transactional use of such unto Government controls thus making it's "protection" feature FALSE, and worthless in such scenario. 

In my house, I have to close the registers in the basement in the summer or the basement is freezing and the ground floor is warm.Go over there and have a look and see how its running.
