There is controversy about whether 23%, 25% or 30% would be the actual percentage of the tax in order to cover all our entitlement programs, debt, etc. but it is designed to replace all the taxes built into our prices already.

Yep, we're celebrating here in Phoenix short sale land :) Although, Arizona has some pretty specific exclusions for how non-recourse debt is forgiven, most homeowners do not understand it's implications and were relying on this Act to expunge taxes owed (on forgiven debt).
