I personally think it's an empty threat to get you to pay him the full $1,100.  

The xxxxx PMD and its subcontractor’s attempt to force property owners into unlawful contracts using threat, duress, & coersion to extort property owners, taking private property for public use without consent or due compensation.

They add on with threats of suing you for even more $$ with the hopes you think its best to let it go and "cut your losses".If what you stated is true.... and have the documentation to back it up, I'd tell her to pound sand and "I'll see you in court".....

I wholeheartedly agree on stagflation being the real threat.
