For your first one, I would consider looking at markets such as Lubbock, San Marcos, and even smaller communities around San Antonio.I can't speak for the other markets, but here in Lubbock we are seeing a higher sales velocity than we've ever seen before.

Join a mastermind real estate group or community, or find a local real estate investor expert.

I assume based on the price point these are C/D locations at best but if you can point to reasons why these Sub 100K housing communities will transition to better neighborhood and appreciate then perhaps the voucher program makes sense.
