I know this may not seem possible, and probably not the answer you were looking for, but it would be worth partnering with another active investor, bringing in a passive investor(s), or even waiting until you have enough capital to deploy into the right deal. 

We do some cosmetic improvements to bring homes to our standard, typically carpet and paint, upgrade lighting etc.

I'm working with an agency in Mazatlan already and they posted the ad in the area of Mazatlan, Mexico.I feel this will take forever.

I would pass on this deal given the red flags you share (and the fact you feel there are red flags is generally a bad sign).

When talking to property managers, ask questions regarding any guarantees they offer owners and refer to any online reviews to get a better idea of how tenants and other owners feel about working with the company.

I feel like it would be easier to get bf out if they are both at risk of an eviction but obviously legaly questionable… I just want it empty :((Currently trying to get a hold of boyfriend for his side/plans/expectations)

I feel like that's a reasonable thing to ask before making an offer because that will affect the cash flow significantly.
