Looking for guidance on the following expenditures made and the application of the $2500 De Minimis Safe Harbor rules.Do either replacement of kitchen cabinets or replacement of flooring with laminate and vinyl fall under this rule? 

If you plan to hold, having new plumbing, electrical, tile, cabinets, etc will be nice as well. 

It would be well worth spending a few hundred bucks for a local attorney and CPA to answer these questions and help prepare your docs.

Look up the costs of materials for various things (Flooring, cabinets, granite, shower tile, vanities, fixtures, fans, windows, doors, baseboards, etc) and then look up the local flooring installers, cabinet installers, countertop fabricators, shower tilers, window installers, etc. and ask them how much they charge for labor on certain things.

Every "surface" in the house is new, with new paint, new floors, painted cabinets, new appliances.

But I myself never had never heard of it when I thought of it and I didn't learn it from anyone else.And after sharing it with hundreds of my mentoring students, not one of them had heard about it.
