People will behave better when they think they can be caught doing bad things and it will give confidence to people worried that other tenants will take their laundry out without putting it in the dryer.

But with proper management you shouldn't be having ongoing occupancy issues.

Just behave ethically and talk to your attorney and check what is legal in your state and do that.

I've talked with several providers and most of them behave like the old stereotype of a used car salesman. 

Again, there is no federal law or licensing requirement to attempt to help people in foreclosure.It may be a lake infested with alligators but if you know how to behave around alligators you are fine.

No matter WHO is in office, we would be having the same debates.
