Account Closed mentioned the same removal of OO requirement you did, and really the understanding comes down to a definition of one word. 65852.2(a) (6) (B) Notwithstanding subparagraph (A), a local agency shall not impose an owner-occupant requirement on an accessory dwelling unit permitted between January 1, 2020, to January 1, 2025, during which time the local agency was prohibited from imposing an owner-occupant requirement.This section is from the general discussion of ADU/JADUs and their application ect. but you'll notice the prohibition from requiring OO is specific to the ADU.

Recommend you first figure out the property Class you want to invest in, THEN figure out the corresponding location to invest in.If you apply Class A assumptions to a Class B or C purchase, your expectations won’t be met and it may be a financial disaster.So, when investing in areas they don’t really know, investors should research the different property Class submarkets.
