Many many layers showing through.If this was my own home, I would not be that concerned about having a painter scrap off any loose stuff and give it a good thick covering of fresh paint, leaving lead paint in place.Is this a bad idea in a rental?

Depending on the quality of your subsurface I'm not sure the product thickness matters as much as the finish (and abuse).

The shingles are not in good shape so a thick coat of paint is not a very good option.
