Older wood siding is chipped/peeling and will have to repair or replace.

If I want to add texture to it (orange peel or knockdown) which texture will be more easy to do?

Yeah, why not just peel the vinyl down @Chan K., and not replace it ?

The seller is asking $80,000.The carpets are old, the lead paint is peeling, the mold is taking over the bathrooms, the main boiler and radiator plumbing needs to be removed but has already been replaced by electrical baseboard and wall mounted radiators.

@Brock Peel I agree with the others that the numbers aren't a good fit investment wise.....the rents are extremely low given the value. 

This can affect how it dries, how long it will take to dry, and if not right, can actually find the finish peeling once dry.If you hire someone, and they use water base finishes- 3 coats-, they can be done in 2 days if they hustle, 3 if they don't.
