My neighbor down the street told me the court wouldn’t take his paperwork due to the city and state eviction moratoriums.

I can't make the case for C-D assets in Cleveland, though.Some family friends of ours paid $18,000 for a property across the street from Washington Park in Denver a couple of generations ago.

If you want to drive streets and try to find it, that could work if you have the time. 

A real builder is supposed to do their own diligence and be savvy enough to know that access (legal access, not just does it abut a street) should be the number one thing they check first.

You mentioned Crowd Street already, and that could be a good place to start looking and learning.

Tenants ended up demanding concessions or just plain skipped out of their lease and disappeared.Also, unbeknownst to us, the former owner tried poaching all of the month to month tenants to their building across the street.
