Maybe a family in your area has a relative that would like to rent nearby but who doesn't think now is a good time to buy in this current housing market.You might even find someone who likes to target practice if that's a safe activity in your area. 

Tons of jobs and growth which allow for better tenant selection, low crime/safe, etc.

I think Chris makes a good point of determining the strategy - performing 1st position notes is always a safe "dipping toes in the water" type of note to go with. 

Although, there are some things that could transpire that no asset could be safe from being affected.

However, the property must be in a safe location, which is sometimes further than 5 miles from the hospital.

I really see Columbus Ohio as an extremely safe bet for the next 10-20 years.

Most out of states deals end up looking like an IRA, decent returns, safe but meant for very long term to get anywhere.

Most everyone that you've described or hope to reach is either an investor, an already learned and savvy buyer/seller, or a cheapskate, and that just doesn't fit the prototype of what the vast number of buyers and sellers are - ordinary people who just want a fair price on a house and to get in and out safely without having to learn the RE industry themselves or spend a lot of effort on the process.

I commonly hear that permitting is not an issue unless I am touching plumbing or electrical but just to be safe and avoid any future liabilities, I am trying to understand it is even feasible to get the new rooms/garage permitted for their intended use.3.
