"I'm at the point where I've gotten out THE lease and it doesn't have anything about locksmith, however the maintenance, repairs section states, " All normal repairs necessary to maintain premises in a tenantable condition shall be done by or under the direction of the landlord, and at the Landlord's expense, except those caused by negligence or acts of the Tenant, which repairs shall be made at the sole coast of the Tenant. 

LOL  a softer way to say this is if your simply looking to become a landlord this is a very easy subject to read up on and learn and understand U do not need to pay someone to teach it to you. 

Pretty,  as others have stated here, the permitting process through the City of Cape Coral has been hindered by their ability to scale up their staff to handle the massive demands for all permitting including new construction but also anything else that requires a permit, home improvements, sea walls, alternative sea walls, pools and more.From your post, I can see that you are frustrated, and I believe some of that is due to not understanding the steps and processes of new construction, including what must be done prior to submitting permits.

It’s the easiest way to get a feel for being a landlord without the stress of managing rehab projects.

Look up NC Tenant/Landlord Law.

The tenant would pay the landlord stated on the lease agreement.

You want to show them what a nice landlord you are and help them get back on their feet.

Texas tends to favor landlords in these cases, but follow the legal process exactly—any misstep could delay things.As for protecting against retaliation or property damage, installing security cameras (if you haven’t already) to monitor common areas might be worth it.
