I know this post is a little old and not sure if you went through with your ADU construction yet, but my partner does ADU ground up construction in the LA area.

Hey Anthony, in that case I would probably invest out of state and find a partner in that state to be the boots on the ground.

Lots of new ground breaking.

You almost certainly have grounds to evict him.

For example, if the roof was "under insured", or if the ground moved below the roof support (I learned recently that  earth movement is not covered under some policies, such as those on the bluffs of Lake Michigan falling into the water).

I am the boots on the ground, managing the property and doing everything in between.

PS Rochester and Buffalo were ground zero for much of this stuff also there were groups buying those homes for 10k packaging them up and selling them for 80k to investors from England. the city / state finally cracked down on that and there was some folks that got in trouble on the criminal side of it.. you can google it.. wont mention names but you can find it if you dig deep enoughBut this is nothing new.. buying hood rates for pennies and selling them for dollars to foreigners and unsuspecting out of state folks. 

You will need to have the time, understand how to underwrite a real estate deal, understand how to market to buyers and sellers and have the ability to build a team on the ground in the market you choose. 

You need a true network and boots on the ground to find this.
