There are a few areas like the Alpine Village, Icicle Village, etc., that you can buy condos and rent them for less than 30 days no problem. 

I live in a village I can only imagine this would work 100X in a larger city.

I lived in neighboring town of Poughkeepsie called Town of Lloyd - Highland, NY 12528 for more than 19 years its a nice and safe neighborhood with good school district, worlds largest walk-way over Hudson river, lots of trails, golf, biking, scenic drives with good hospitals in 5 miles radius namely: Nuvance Health Vassar Brothers Medical Center, MidHudson Regional Hospital, Saint Francis Medical, Health Quest Home Care and others...The latest addition which is getting constructed is The Village in Highland, NY - Assisted living facility.

It is in Highland Village from 6-9pm at Hugo's Lost Colony.

I live in a ski town and write off the 2% (less where I live but close to correct in the Villages) as the cost of living somewhere fun and beautiful.

I had started by focusing on areas in the West End (Short Pump, Tuckahoe Village, Wyndham, Innsbrook & Glen Allen etc) looking for properties in good school districts where I could focus on attracting young families, looking for good school districts that did not have the down payment to buy in to the neighborhoods.
