Owners are supposed to certify to the Board if no sales were generated in any particular month, as well as provide a copy of any Colorado sales tax return or alternatively, a report from AirBnB or VRBO regarding the sales for that month.I find this invasive, crappy, and a whole lot more that shouldn't be said in polite company. 

He probably wrote it up on a MS Word or Google Doc, no notary seal or anything to certify his identity and uploaded it to DocuSign "Name of person promise to pay Becca F. the sum of $$$$.....

The notice was sent certified and regular mail as well as hand delivered.

There are fees, but the big one is upfront and then yearly it's like $18 to renew and they let you self-certify for 5 years.
