if you're the owner or have a contract for the property in question then I would show the inspector in charge of the property your positive engineer report and they will probably give you some more time to pull permits and begin the work

Unless you have definitive evidence that an oil tank was removed in the past or was never underground, it's worth the money to get a company to do an oil tank sweep--an abandoned underground oil tank is usually a deal breaker if the seller is refusing to remove it, mostly due to the fact that the liability arising from it can be in the 10s or even 100s of thousands of dollars depending on the extent, if any, of oil leaks/contamination.A lot of these things, though, are issues you can address after going under contract in your inspection process, and your inspector will look at lots of other things as well (is the roof OK?

I'd like to invest in an out-of-state property (since the ROI is attractive) but since I'm working in my full time job I don't have time (=rat race) to go down to see the property, so I had a creative idea to hire wegolook.com to complete a property report with photos and then to double check on him I would hire a local licensed property inspector to go look at the property and then compare them to see if the information match.

With regards to ARV for a refi, like @Scott Schultz noted, appraisers (and home inspectors for that matter) typically just observe what they see and appraise the home based on its present condition.
