I told him that it takes 24 hours, or one full business day, so he is on pins and needles likely stalking his account balance today, and I have so far ignored his requests for a receipt "for his records".I have talked to the local police (here) who can't do anything since I didn't transfer funds. 

How much to police the area?

She left before I call the police, and I was going to wait outside, as I had no idea if she's crazy, or how crazy.Then I moved back to New York, and I'm in the habit of forgetting to lock the front door, sometimes leaving the keys hanging outside the door.

I would also call the local police department to see if they've had recent calls to the building I'm considering renting in.I would also make sure to walk the unit with the property manager the day of move-in and make sure they record a condition report so that I'm not unjustly fighting for my deposit later.  

(Or they feel their child isn't being treated right, they will show up at the child's apartment at 7AM and rampage through the unit and throw a tantrum and make you call the police on them.

Next time you see them in your yard, call the Police and have them trespassed.When the officer gets there, explain the situation to him at that time.Good Luck!
