A roofer, would have one of the highest workers comp costs, since they are at much higher risk of job related injury.The state departments have the authority to fine businesses if they show up and verify insurance that is inappropriate or lacking.  

Anyone have any recommendations for a good roofer or roofing company in the Saint Cloud, Minnesota area?

What you can do is walk around, look at major components (however you define them - anything over $1k to replace or anything over $10k - depending on your comfort level), make a list, then call a professional in each trade (a roofer for a roof, a fence replacement company for a fence, etc), have them come, look, tell you how much life is left on each and how much it’ll take to replace.

I have two former roofers that work for me full time.

There is also a labor shortage for roofers, tree companies, landscapers, etc.

I was hesitant because roofers especially around any large city can be very sketchy.

@Anthony Chung Call up a few roofers to get estimates and second opinions.

Called me up two weeks ago after one of the nor'easters because a tenant was screaming about a leaking ceiling in his "new" building and he needed a roofer- he was calling from vacation in Hawaii.Heed @Thomas S. words of insight.
