I'd hope to lock down tenants that are willing to move into a bit sketchier areas in order to be closer to the developments nearby.

If you are looking for cash flow above all else I would recommend looking in another nearby market.

I also am told there is a group that meets at least once a month out in nearby Newberry.

I think you should look into properties nearby and do some comps for fourplexes to see if its worth the rehabbing. yes, rehabbing will take more time and energy, but if the return is there... wouldn't it worth your while?

I checked on rentometer and it says that rents should be around $1,600 without ulities.I also found 3 similar houses near by where they askimg for $1,400 without ulities.

Registration is a good idea but you can also just register after the initial "warning letter" as most investors I know do.Similar programs exist in nearby cities (Grandview, MO has one too) and it is spreading like fire.
