I think you should look into properties nearby and do some comps for fourplexes to see if its worth the rehabbing. yes, rehabbing will take more time and energy, but if the return is there... wouldn't it worth your while?

I checked on rentometer and it says that rents should be around $1,600 without ulities.I also found 3 similar houses near by where they askimg for $1,400 without ulities.

Registration is a good idea but you can also just register after the initial "warning letter" as most investors I know do.Similar programs exist in nearby cities (Grandview, MO has one too) and it is spreading like fire.
