You do not want to own property (or earn income) under the jurisdiction of a desperate & broke government unless there is a risk/return ratio that takes such an environment into consideration.

Why couldn't you just print out the email you sent to them saying "Attached is your copy of the signed property condition report" as proof if you ever needed it?

I called my local government about a condemned property and the inspector for that area of the city was tremendously helpful.
