Also, you could look at the fringes of major metropolitan cities that experience tourism and/or have a major attraction (ie Disney).I do, however, think you'll find your holy grail.

So, yes A LOT of cities have imposed crazy restrictions that only limit tourism.

There are little to no attractions in the city which limits tourism or short time stays.  

There are two small groups in the area that were pushing for it (I see this happens in every city with STRs) but the city wasn't having it, they understand the revenue and tourism and business the STRs bring in and Nicole is right they are investing a ton of money into the new 29 palms phoenix project/downtown revitalization,https://www.ci.twentynine-palm... and the new Jtree headquarters. 29 has a bright future.

They are looking for tourism but not a crazy ski industry and they are not doing normal long-term rentals.

Susan,So many locations to choose from it can be hard to start but if your state/city has a high number of tourism even majority of the year it can be a great balance.

Free leads are better than paid leads.That's pretty much all I do for inbound lead generation these days and average 2+ deals/month from it for maybe an hour of my time per month (on lead gen).
