I bought a place that needed a new septic system and the seller didn't have the money. 

I would like to read some reviews, however, before i decide on a system.

Are there any resources for learning how to set up systems?

The report the realtor gave me shows the Sewer system as OK, but under the plumbing it says "water supply tested and functional: No.

Keep in mind our tax system is progressive.

Like many (most) businesses it requires an investment of capital; money expenditure for ongoing marketing; management of operating, marketing and professional personnel; keeping accounting records and filing tax returns; established sales practices; constant monitoring of goals, budgets, and productivity; establishment and implementation of operational systems; and providing customer service.  

They may have a separate system or entity that is used for holding properties vs the business itself for legal protection.
